I'm glad to see anything approaching a public debate on undoing Prop 13, however preliminary and nascent. This abortion of the early Reagan movement has destroyed the tax bases of most cities and completely changed the face of California by forcing cities to favor commercial development (sales taxes) vs residential (property taxes). How many mini-malls were there in CA before Prop 13? Hell, there are two in my driveway right now! :)
